A Canadian antiques dealer admitted yesterday he knew black rhinoceros horns were "heavily regulated" in the United States but did not intend to get permits for two he bought from undercover U.S. Fish and Wildlife Service agents. Xiao Ju "Tony" Guan, 39, pleaded guilty in a New York federal court to only one of three charges against him for his involvement in a smuggling ring dealing in rhino horns, ivory sculptures and coral from various U.S. auction houses to Canada.
