W.Va. water ban partially lifted

West Virginia Gov. Earl Ray Tomblin (D) today lifted the tap water ban in part of the state affected by last week's chemical spill into the Elk River. People and businesses in downtown Charleston, the state's capital, will be able to use tap water again, Tomblin said at a news conference.
