As the Bureau of Land Management tries to reform its image as a distant and bureaucratic organization, an outgoing former rock climber is becoming one of the agency's most visible leaders. Mike Tupper was appointed deputy assistant director of BLM's resources and planning office in March, making him the second in command of the agency's largest directorate. His rise to that position was hardly standard, however.
