New CPUC head emailed with political insider - report

California Public Utilities Commission President Michael Picker regularly communicated in private with a political insider who does business before the commission, records show. Susan Kennedy, the former chief of staff to ex-Gov. Arnold Schwarzenegger (R), regularly was in contact with Picker through public and private email accounts. Kennedy has started several businesses since leaving the governor's office, including one that has a contractual relationship with Southern California Edison Co. regarding a matter before the CPUC.
