EPA meets with utility CEOs; Moeller says time is ticking for FERC to weigh in on climate rule

Executives of the nation's largest electric utilities are optimistic that U.S. EPA's final Clean Power Plan will give states more time to start implementing carbon cuts, following a meeting with agency officials last week.
