Scrutiny is needed to ensure that money from California's $7.5 billion ballot measure on water is spent correctly, the state's nonpartisan watchdog told lawmakers yesterday. The money from bond sales approved by voters through California's Proposition 1 needs to go toward efforts that have a statewide benefit, said Anton Favorini-Csorba, senior fiscal and policy analyst with the Legislative Analyst's Office.
