Reform bill would impose royalty, reclamation fee

Top Democrats and environmental groups will gather tomorrow on Capitol Hill to renew their push for Congress to reform the General Mining Act of 1872. They will tout the reintroduction of legislation by Arizona Rep. Ra��l Grijalva, top Democrat on the House Natural Resources Committee, to charge mining companies royalties for minerals extracted from public land.
