California's ballot initiative system is increasingly being used to dodge state environmental laws and accelerate development projects. Developers have found that once approved by ballot measure, their projects can't be challenged under the California Environmental Quality Act. Only 15 percent of eligible voters are required to sign a petition for a project to qualify for a ballot. And once that number is hit, projects often sail through local governments without any negotiated changes and straight onto ballots.
