U.S. EPA Administrator Gina McCarthy fended off congressional criticism today of her agency's social media campaign for a contentious Clean Water Act regulation. Testifying before the House Agriculture Committee, McCarthy sought to soften the message of a recent Government Accountability Office finding that EPA had violated anti-lobbying laws by using Twitter to promote the Clean Water Rule, better known as the Waters of the U.S., or WOTUS.
