Cities narrowly miss water-cutting goals

Californians missed by a small margin meeting water reduction targets set by an executive order from Gov. Jerry Brown (D) last year. State regulators said yesterday that urban residents cut water use by 23.9 percent from June 2015 to February, slightly short of the 25 percent reduction target.
