A Washington state judge has boosted efforts to build a $680 million coal export terminal opposed by environmentalists. Superior Court Judge Stephen Warning ruled Friday that the Washington State Department of Natural Resources (DNR) improperly denied Millennium Bulk Terminals a sublease early this year. DNR in January denied the sublease to operate docks on the Columbia River in Longview, saying the company hadn't given enough details and financial data.
