Arkansas Republicans are pushing language on Capitol Hill that would put states' rights ahead of new energy projects - a possible curveball for President Trump's dash to expand the nation's infrastructure and boost jobs. The entire Arkansas delegation - Sens. John Boozman and Tom Cotton, and Reps.
