The Trump administration has appointed an aide to Rep. David McKinley (R-W.Va.) as deputy assistant secretary for clean coal and carbon management, a position central to the federal government's efforts on lowering carbon dioxide emissions from fossil fuels. Lou Hrkman was most recently a policy adviser to McKinley, who's introduced multiple bills to promote the capture of carbon dioxide from coal and gas, including one last year to finance the technology with private activity bonds. McKinley, chairman of the Congressional Coal Caucus, also co-introduced a bipartisan bill this year that would shift the focus of the DOE arm more toward removing C02 from emitters and the air (E&E Daily, May 11).
