A coalition of 16 attorneys general yesterday filed new litigation against EPA over its expansion of a Clean Air Act loophole for high-emission trucks. At issue is a July 6 EPA order that lifted the cap on the manufacturing of glider kits - new truck cabs with refurbished diesel engines.
