After facing intense pressure from environmental groups, Wisconsin regulators yesterday approved new regulations to prevent manure from contaminating groundwater. The state's Department of Natural Resources voted 7-0 for the limits on spreading manure across the eastern part of the state. The rules target a region including 15 counties and the city of Milwaukee. They're especially aimed at farms in the northeast, where cattle populations have increased and geological conditions allow manure to seep into groundwater supplies. The regulations mark the first big step by the administration of Gov. Scott Walker (R) to crack down on agricultural pollution. They head next to Walker, then to state lawmakers.
