China has proposed a tariff that could cost the United States billions of dollars in response to the Trump administration's latest threats to impose greater levies on its goods. The proposed 25 percent tariff on liquefied natural gas imported from the United States marks the first time this fuel has been caught up in the trade war. And Russia is planning to start pumping natural gas into China in 2019 through the 2,500-mile Power of Siberia pipeline it recently finished constructing.
