EPA nixes N.Y. bid to limit other states' emissions

EPA has given a conclusive thumbs-down to New York state's bid for a federal assist in curbing ozone-forming pol ution from hundreds of upwind power plants outside its borders. In a final rule signed Friday, EPA Administrator Andrew Wheeler said the state had failed to make its case that the plant emissions violated the Clean Air Act's"good neighbor"provisions by undercut ing New York's ability to comply with federal ground-level ozone standards.
