A less-severe wildfire season helped the Forest Service stay within its budget for firefighting in the fiscal year that ended Sept. 30, bucking a trend at the agency. The Forest Service avoided the nearly annual practice of "fire borrowing," when officials take money from nonfire- related accounts to cover wildfire expenses, for the fiscal year ending Sept. 30, the agency said.
