A Bureau of Land Management retirees organization says the Interior Department's plan to relocate the agency's headquarters out of Washington, D.C., is a veiled attempt to "functionally dismantle" the bureau's leadership structure by removing it from policy decisions governing the management of hundreds of millions of acres of public land.
