More than 99 percent of new and existing boilers would not have to make major upgrades under revamped air toxics rules, the Environmental Protection Agency said late last week. The agency reproposed its maximum achievable control technology standards for boilers and solid waste incinerators (Boiler MACT) on Dec. 2, easing requirements for limiting mercury, SO2, NOx and other fine particulates compared to two versions EPA previously rejected. "EPA has worked throughout this reconsideration process to fully consider all of the information provided to the agency. Based on its review of this information, the agency is proposing to establish standards that are achievable, protective and cost-effective," the agency outlined in a fact sheet, arguing that the rules would cost less and be easier to implement than in previous incarnations.
