Kyoto protocol and related issues

In december of this year, the Third Conference of Parties of the Framework Conven- tion on Climate Change (COP-3) will be held in Kyoto. This Conference is an impor- tant one to determine the new scheme of global warming mitigation for the years beyond 2000. This report is to describe the "Kyoto Protocol or other legal instrument" pro- posed for adaption at the COP3, and the on-going discussion at AGBM (Ad-hoc Group Berlin Mandate) and other support groups of UNFCCC established to assist the adap- tion of protocol, as well as to explain the issues facing the negotiation on the protocol.
