Everything changes, and that is the only reliable constant. The boss retires or is otherwise separated from the position. Departments have shake-ups and key figures move from one position to another. Sometimes an individual is out long-term or may be out only one day. Through it all, some semblance of consistency must be maintained. Inadequate succession planning puts a considerable amount of risk upon an organization.
