A recurring and constantrndiscussion in the past year or so has been the debate as to whether the course we are set upon in terms of fire safety in the built environment is the right one.The Federation of British Fire Organisations, not unlike a few other UK fire-related associations, has seen this subject, in many guises, return to its agenda time and time again. Why should this issue remain as a concern when, after a successful half-decade of revitalised fire safety community practice, we have seen human losses continue to decrease?rnThe answer appears to lie in the unmistakable changes that have also happened in the past years. For example: changes after the national firefighters' strike that heralded in Fire and Rescue Service reform; changes in legislation that introduced the remarkable 'responsible person' principle; change too in the built environment and how we exercise control over standards of construction; and, of course, the construction methods deployed to create our new environment. Not so much evolution as more perhaps a regime change.
