An independent view of national resilience policy

Most people will have heard the term 'too many cooks spoil the broth' and this term could easily apply to policy making for resilience. We have a lot of good policy and we are safer as a result of the efforts of our resilience community. But too much policy is over engineered; it is too complicated, and based on fear of failure rather than creating the best chance of success.We Need a Better Definition of Resilience The term resilience has been used to describe the ability of society to accommodate and withstand the unexpected, to adapt, and to recover from events of all types and scale. It can also mean becoming stronger as a result of the experience. The term is being used more frequently by the government, emergency services and the media to describe the nation's ability to cope in the face of all types of adversity.
