As we move through the second decade of the 21 st century and absorb the challenges raised by modern living, terrorism, climate change and natural disasters, the issue of change in the Fire and Rescue Service will be as important as ever. However, as these challenges are addressed in the current economic difficulties, it will also be necessary to improve the culture of the Service if we are to continue to improve the service provided to the public.
