National Operational Guidance: Incident Command

A crucial element in the programme of producing new national operational guidance is the production of guidance for incident command. A small team led by myself and ACO John Baines from Tyne and Wear reviewed the current Incident Command Manual, alongside a review and of the current firefighter safety maxim and incident tactical modes, as well as the concept of operational discretion. A few meetings of the team illustrated the size of the task, but also highlighted the enthusiasm for the topic and the wide range of knowledge and experience that had been brought together. Key themes for the review were enabling assertive effective, and safe incident command and the team needed to take account of all relevant legislation and recent significant incidents throughout the UK. Included in that concept was the need to empower and enable incident commanders at all levels to make good decisions and apply policies in a flexible and professional way that suited the needs of the incident.
