Any study of the world of resilience has to start in the private not the public sector. There the aim is to protect the bottom line. Commercial factors dominate the thinking and this leads to innovation. The Covid-19 pandemic has also proved enlightening. Companies have been forced to look at new ways to deliver services and home working has become ubiquitous. But what of the public sector?
