A significant proportion of commercial property development is what can be categorised as speculative. In other words, the developer may not have a thorough understanding of the final use of the premises, nor the profile of the occupier who may eventually take the space. This is not necessarily helpful from a fire protection perspective as the developer does not have the capability to tailor the infrastructure accordingly. It can lead to a developer simply doing the bare minimum to ensure that the minimum standards, which do not necessarily meet the specific needs of the end-user, are met.
