As most readers will be well aware, the Regulatory Reform (Fire Safety) Order 2005 (FSO) took effect in October 2006. It made significant changes to the way fire safety is managed and enforced in England and Wales, with responsibility falling squarely onto employers and building owners. But it is becoming evident that many employers, building owners and managers have not yet understood their new duties or, if they do, they are finding problems in carrying out these duties. Many of the concepts, in particular concerning the assessment of'risk', are difficult for non-specialists and identifying 'competent persons' to carry out some of the tasks is equally fraught.
