The seafront building in which this fire started was double-fronted and, including a basement, was six storeys high. It was centrally located in a row of Grade II listed properties. The terms of the lease indicated that it was to be operated as a hotel. However, the property had fallen into disrepair over a number of years. The operating procedures had altered so that in effect it functioned as a house of multiple occupation (HMO). The building was unoccupied at the time of the fire and renovation work was under way.
