The fire service approach to fire safety has gone through a transformation over recent years. ACO Frank Sheehan explains why this is the case and describes the philosophy behind Lead Authority Partnership Schemes. In common with almost every sector of local and central government, the fire service is responding and adapting to rapid and constant changes in how both the government and the public expect it to do business.
