Fire protection measures are included in all construction projects for three main reasons: life safety, property protection and business interruption loss. Of these, life safety is the paramount consideration and is the basis of fire safety legislation within the UK. In tunnels, while life safety remains the paramount consideration, due to the large capital cost of tunnel construction, the difficulty in repairing damaged tunnel structures, and the potentially severe disruption to transportation networks, the other issues have increased in importance.
