Sixteen years ago, Bruce Hogg, who was then Chief Fire Officer of Norfolk Fire Service and president of the Institution of Fire Engineers, said at a meeting of the IFE's Singapore Branch, 'The benefit of determining the accurate causes of fire is not confined to providing more reliable statistics, although these, of course, do form the base of and springboard from which other research is launched and hopefully benefits made to society in general.
