In its format, substance and style, the NRF is a radical advancement to its predecessor, the National Response Plan. One of the significant changes is that the framework was written not just for the emergency management practitioner, but also with the senior government executive in mind, one who has a more strategic responsibility to provide for an effective response.rnIn addition, unlike the NRR the framework systematically incorporates public sector agencies at all levels with private sector organisations (business and industry) and nongovernmental organisations that play such key roles in disaster response.
