TWO YEARS on from the landmark Grenfell Tower tragedy, much has happened to address identified practical and procedural issues in fire safety.This has included a wide ranging response, run in tandem with the public inquiry - the chairman of which will publish his phase one report this October, ahead of phase two hearings expected to begin in early 2020. However, several worrying issues are rising up the agenda, underlining the importance of action. For example, one speaker at FIREX International in June raised the challenge of fire risk assessors being prosecuted, with a related complicating factor centring on the question of who takes responsibility at multi occupancy and leasehold buildings. While the responsible person is normally defined under the Regulatory Reform (Fire Safety) Order 2005 [FSO] as the owner, occupier or employer, additional dutyholders could involve the building's managing agent or contracted building safety manager.
