Halton talks about their current Occupational Safety and Health Administration "two-in/two-out rule" which related to staffing and rapid intervention--both important issues and both critical to firefighter safety. He says that there is no argument that rapid intervention teams are necessary at working fires to improve firefighter safety and survival. He adds that such rule is so important and they routinely review and adjust them to current reality where they are applied.
