It is understandable mat contracting officers would radier avoid die management problems associated with GWACs, especially if the savings are not as dramatic as once perceived. However, such decisions avoid the larger question about the role of GWACs in the federal procurement environment. In what situations does it make sense for an agency to use a GWAC rather than running its own contract? What variables factor into that cost/benefit analysis?
