Few of the numerous tasks Christos Papoutsis set himself when he took over the helm of Greece's shipping ministry less than a year ago remain incomplete. One of them, and most difficult of all, is enhancing the competitiveness of the country's ship register. The seafaring unions' resistance to job cuts and the government's reluctance to make tax concessions have stalled the long-awaited measures.
