Foreign operators trying to get control over US shipping have had another loophole closed by the US Coast Guard. Since 1996, when barriers were lifted allowing Jones Act vessels to seek lease financing through foreign institutions, some US shipping companies have cried foul. Foreign companies, they charged, employed complex corporate transactions to thwart congressional intent and gain actual control over Jones Act vessels.
