The Federal Railroad Administration's crashworthi-ness standards for passenger trains are "needlessly inflating passenger-train costs" and creating a trade barrier between the European Union and U.S. passenger-rail markets, according to a report issued last month by the Competitive Enterprise Institute. Passenger trains commonly used in Europe cannot meet U.S. crashworthi-ness standards unless they add bulk and weight, which increases manufacturing and operating costs, the institute said.
