"If the US refineries gear up and the Jones Act can't accommodate them, you could see real pressure that you've never seen before, either for Jones Act waivers or from those who ask: 'Why do you need the Jones Act with the way shipping movements are going on the US East Coast?'" said Teekay boss Peter Evensen. "Cheaper feedstock would safeguard the refineries operating on the US East Coast and people want jobs for those refineries," Evensen asserted at a press conference last month. "So you could easily see pressure building to allow foreign-flag ships to come in."
