A year after the European Commission delivered its verdict on Spain's former export tax-lease regime, its shipbuilding sector still awaits final agreement with Madrid about the amount of aid to be reimbursed. Spain's private-sector yards have yet to fully emerge from the doldrums that began three years ago, when the Commission began investigating the tax-lease scheme, on which most of the sector's export successes had been built in preceding years.
