Charging vessels an extra fee when calling at European ports to pay for ship recycling licences will disrupt relations between European Union (EU) trading partners in Asia and the United States, two shipowner groups have warned. The European Community Shipowners' Associations (ECSA) and the International Chamber of Shipping (ICS) cautioned that the fee, which is being considered by the European Commission as a way to help fund its new ship recycling regime, will probably be seen by other countries as "anti-competitive interference in the conduct of international shipping" and could lead to retaliatory measures from EU trading nations.
