Breaking up is so hard to do

In her keynote speech to the Atug conference, communications minister Helen Coonan looked at how UK regulator, Ofcom, is trying to get BT to implement a degree of operational rather than structural separatio. But she did not mention the big stick Ofcom is wielding. Without doubt the headline news item was that Coonan has admitted to the failure of the accounting separation regime and acknowledged that some greater degree of separation of the various bits of Telstra is needed.
