Large companies can afford a $ 10 in $30 million facility necessary for EMC qualification testing plus the additional expenses for the personnel to staff the operation. It could be argued that they can't afford not to provide such facilities. On the other hand, small and medium-sized companies typically cannot justify their own fully equipped EMC qualification test facility...yet there still is a need to perform design, development, and troubleshooting tests.
