Revising Responsibility in a Proposal for Greenhouse Development Rights

Despite the issues raised above, the GDRs framework expresses important concerns that should be further heeded in the establishment of a climate regime: first, in its cosmopolitan foundations, it acknowledges (even if it does not fully resolve) a crucial issue, that of intra-national equity in bearing the costs of mitigation and adaptation; second, it emphasizes the importance of providing a plausible institutional structure through which ethical considerations can be instantiated.
