Questioning the INES Scale after the Fukushima Daiichi Accident

We have shown that several problems are associated with the INES scale and its use, which may, in part, explain why the communication about the Fukushima accident is not successful and why its rating is a difficult task. We have observed that the disparities among the ratings have resulted in inefficient communication and undermining trust. We have also seen that INES is not designed to take into account complex disasters such as the one that occurred at Fukushima Daiichi and that it does not allow a proper differentiation between events, particularly in the case of major accidents.
