German imbroglio

Why is Germany not signing the European Landscape Convention? The reasons that the officials give, whether true or not, are the following. First, implementing statutes that emphasize 'human interests' over 'nature' would be inconsistent with German nature-conservation policy. Second, Germany has advanced landscape-related policies (including legislation), whereas the ELC does not even come close to meeting the standards of landscape planning, management and protection achieved in this country.
