Trapping safety into rules: how desirable or avoidable is proceduralization?

Many activities of interest to ergonomics and human factors are not just influenced by procedures, they are practically defined by them. This edited volume addresses some difficult questions. Have we been sleep-walking into over-proceduralisation? Does safety, somehow, reside in rules? Are we gorging on procedures for the 'wrong' reasons?
