Employers should promptly obtain U.S. OSHA's revised Field Operations Manual and pay particular attention to Chapter 3, which explains in detail how inspectors should plan, conduct, conclude, and follow up on inspections. The manual replaces OSHA's Field Inspection Reference Manual, which was issued in 1994. While that document was never revised, OSHA supplemented and modified it with numerous directives, memoranda, and interpretations. The new publication provides a single, updated source of instruction on general OSHA enforcement policies and procedures, says OSHA.
